The story

Chesterfield County and the Virginia Department of Transportation are moving forward with a comprehensive redesign of the Route 360/Courthouse Road intersection to address pedestrian safety and reduce traffic conflicts at one of the county's problematic intersections.

The project will convert the existing four-way intersection to a median U-turn design via a partial median U-turn, eliminating two direct left-turn movements from both Hull Street Road (Route 360) and Courthouse Road (Route 653). Under the new design, vehicles will proceed straight through the intersection and can make U-turns at a median opening before turning right, reducing the number of conflict points where crashes can occur. Historical crash data from 2019-2024 documented safety problems at this location.

Pedestrian improvements include new sidewalks between Oxbridge Road and Rockwood Square Shopping Center/Hardee's, as well as signalized pedestrian crossings at three locations: Oxbridge Road, Rockwood Square Shopping Center/Hardee's, and Courthouse Road. A sidewalk has already been constructed along Route 360 eastbound from Courthouse Road to the Shoney's entrance, with a pedestrian signal installed for those crossing Courthouse Road.

The county held a citizen information meeting on February 12, 2026, at the North Courthouse Road Library to present the design. A public involvement survey was available through February 22, 2026. The project is currently in the design phase; construction is anticipated to begin in 2030. The estimated project cost has not yet been determined. State and local revenue sharing funds support the improvement, which is managed under VDOT project number 0360-020-R44. The case for

The intersection redesign addresses documented crash patterns from recent years and improves pedestrian access with new sidewalks and signalized crossings, making the area safer for residents walking or biking.

The case against

The intersection reconfiguration to a median U-turn design may initially seem less convenient for drivers accustomed to direct left turns, though it aims to reduce overall congestion and improve traffic flow on both routes.

Why it matters: The Route 360/Courthouse Road area is a high-traffic intersection where residents cross regularly; the redesign will make walking and crossing significantly safer while addressing chronic crash issues that have affected driver safety as well.
