The story
Dale District voters will choose between two Democrats on Tuesday to fill the remainder of Jim Holland's term on the Chesterfield County Board of Supervisors. Holland, a five-term supervisor and longtime county leader, died October 14, 2025, after a battle with cancer at age 73. He had served since 2008, chairing the board in 2014, 2021, and 2024.
LeQuan M. Hylton, a property management company owner and Army Reserve lieutenant colonel with a Ph.D. from VCU, was appointed interim supervisor in November 2025. Hylton had served on the Chesterfield Planning Commission representing Dale District since 2019 and worked closely with Holland during that tenure. He holds degrees from Virginia State University (B.S. in Business Management), Averett University (MBA), and VCU (Ph.D. in Public Policy and Administration). His campaign emphasizes "putting our families first" and "moving the district forward."
His opponent is Kathryn M. Crosby, a consultant with backgrounds in human resources and health care who served as Virginia's first diversity, equity and inclusion officer at the Department of Health. A 34-year Dale District resident, Crosby's campaign focuses on transparent and community-responsive government. She has emphasized specific priorities including addressing school overcrowding, improving sidewalk infrastructure, attracting new businesses, and opposing what she describes as "irresponsible" data center development—citing concerns about noise pollution, water usage, and energy consumption.
Both candidates have stressed extensive door-to-door outreach to understand constituent concerns. Early voting for the August 4 primary took place from June 18 through July 31 at Central Library (7051 Lucy Corr Blvd), with additional Saturday hours July 25 and August 1.
