The story

The Chesterfield County Board of Supervisors will hold a public hearing on November 18 at 6 p.m. in the Public Meeting Room at 10001 Iron Bridge Road to consider six zoning cases and related amendments.

The largest proposal is Nunnally Village (25SN1222), a mixed-use development on 204.3 acres at the northwest corner of Hull Street Road and Otterdale Road in the Matoaca District. The project, backed by Henrico-based real estate firm Markel | Eagle Partners and local developer Ed Nunnally, proposes up to 1,000 residential dwelling units plus commercial and retail space. The residential component includes 100 single-family homes, 500 townhomes, and 400 apartments. The Chesterfield County Planning Commission unanimously recommended approval in October 2026.

The second significant case is Whitby East Genito Road Residential Rezoning (25SN1280) in the Midlothian District, proposing 224.63 acres rezoned for approximately 406 dwelling units at an overall density of 1.81 units per acre. This case was unanimously approved by the Planning Commission on September 15, 2026, as part of the consent agenda.

Cottage Glen Phase 3 (26SN2042) would rezone 29.95 acres in the Clover Hill District to Transitional Residential for up to 145 townhouse dwelling units with amenity spaces. The Planning Commission unanimously approved this case on September 15, 2026.

Twin Rivers Master Plan Modification (26SN2145) seeks a density adjustment on 21.35 acres in the Bermuda District. The Planning Commission unanimously recommended approval, though multiple Twin Rivers residents spoke in opposition to the modification, including Paul Vitamasso, John Leopardi, and others whose concerns were recorded in planning session transcripts.

The Munster Battery Energy Storage Facility (26SN2174) proposes rezoning 38.74 acres from Employment Center to Employment General for a 100-megawatt battery storage facility. The Planning Commission held a public hearing on September 15, 2026.

Finally, the Watts Accessory Dwelling Unit (26SN2181) on a 0.3-acre property in the Matoaca District seeks conditional use approval for an attached accessory unit.

The Board will also consider amending county code regarding blighted property declarations and a lease amendment for county property at 9750 Lori Road.

The case for

These projects advance county goals to increase housing supply and economic development. Major residential projects like Nunnally Village and Whitby East provide diverse housing types from single-family homes to apartments and townhomes, helping meet regional demand. The battery storage facility supports renewable energy infrastructure and grid reliability. All cases received Planning Commission approval before advancing to the Board.

The case against

Large-scale residential projects raise concerns about traffic, infrastructure capacity, and neighborhood character. Twin Rivers residents voiced opposition to the master plan modification, suggesting concerns about density impacts on an existing community. Battery storage facilities can present questions about industrial land use, visual impact, and safety. Cumulative zoning approvals involving 1,500+ new units across multiple projects raise questions about adequate infrastructure, schools, and services to support population growth.

Why it matters: These zoning decisions will shape Chesterfield's growth trajectory for years to come, affecting housing availability, development patterns, and community infrastructure needs. The more than 1,500 new residential units proposed represent significant residential expansion that will impact schools, roads, and county services.
