The story

The Chesterfield County Planning Commission voted unanimously on Tuesday, October 21, 2026, to recommend approval of Nunnally Village, a 200-acre mixed-use development planned for the intersection of Hull Street Road and Otterdale Road in western Chesterfield. The endorsement marks a significant milestone for the project, which has been in the planning stages since at least September 2025, when developers first filed a zoning request.

The project is being developed jointly by Henrico-based real estate firm Markel | Eagle Partners and local developer Ed Nunnally. The mixed-use development would include a 135,000-square-foot Kroger-anchored commercial district with more than 280,000 additional square feet of retail and medical office space. Residential units would comprise 100 single-family homes, 500 townhomes, and 400 apartments, totaling up to 1,000 units. The development also includes a planned hospital facility on 24 acres, which HCA Virginia has filed to build as the $260 million Magnolia Hospital, slated for completion by mid-October 2029.

County staff recommended approval of the project. The next step in the process is for the project to move to the Chesterfield County Board of Supervisors, which will make the final decision on zoning approval at a future meeting. Construction is expected to begin within more than five years, with the first phase focusing on the commercial and hospital components. The residential phase is anticipated to begin between 2030 and 2032 and would take more than five years to complete. A Route 360 widening project, which is also scheduled in the area, is slated to start construction in 2029.

The site is located in a growing part of western Chesterfield, surrounded by the Magnolia Green subdivision to the west, Harpers Mill to the south, and Cosby Village to the east.

The case for

A major new retail, office, and residential development would add substantial tax base to the county, create hundreds of jobs during construction and ongoing operations at the Kroger, hospital, restaurants, and retail tenants, and meet growing demand for housing and services in rapidly developing western Chesterfield.

The case against

A 200-acre project of this scale involves infrastructure demands (roads, utilities, stormwater management), potential traffic impacts at Hull Street and Otterdale Road intersection, and questions about compatibility with surrounding communities; the extended timeline (5+ years first phase, 10+ years total) means impacts will be long-term and sequenced.

Why it matters: This is one of the largest mixed-use developments proposed in Chesterfield County in recent years, and it will shape growth and land use in the Hull Street corridor over the next decade. The project's approval would bring new retail, employment, medical capacity, and housing to a rapidly developing area.
